Surface Water related slots to discuss/consider adding/adjusting based on NEON

Here is a list of slots in the NEON surface water DP1.20281.00 data package that were not mapped to any NMDC slots that we could potentially discuss adding/editing the nmdc schema to accomodate. Some of the fields that did not map were also part of the soil data package and were listed in issue #279, so I left them out of this issue. @mslarae13 @bmeluch

I suggest proposing to MIxS about adding some of these; for example the concept of imprecision is relatively common in many standards. I think it's also good to propose biogeochemical measurements like dissolved oxygen saturation.

But in the short term is there a way in the schema we can model these generically?
