Milestone - Allow communities to create their own metadata template profiles (3.1) #513

While the GSC has an annual release cadence, we recognize that the research community has a need for a quicker way to implement updated standards. By serving as an intermediate resource for the development of community-specific standards, the Submission Platform will appeal to a large breadth of environment researchers. We plan to build this capability within the NMDC schema and offer functionality through the Submission Portal (Submission Portal, Milestone 3.1).

Proposed way to handle this milestone is to allow for multiple packages within a single submission (ie a project has both aquatic and soil (NEON), a project has both soil and host-associated (bioscales)). @mslarae13 to make a ticket for this.

@ssarrafan It depends.. if that linked issue is sufficient, I actually don't think it's too hard. Can we discuss Friday? @pkalita-lbl would be able to help with this... I'm not sure who else.
