Milestone - Allow communities to create their own metadata template profiles (3.1) #871

While the GSC has an annual release cadence, we recognize that the research community has a need for a quicker way to implement updated standards. By serving as an intermediate resource for the development of community-specific standards, the Submission Platform will appeal to a large breadth of environment researchers. We plan to build this capability within the NMDC schema and offer functionality through the Submission Portal (Submission Portal, Milestone 3.1).

In the original milestones roadmap spreadsheet we had milestones that were due multiple times, like once a year etc. Very confusing. I was promised by Emiley that this wouldn't happen in the renewal.
