Develop LC-MS metabolomics CLI

[ ] Finish LC-MS Data Dependent script, remove dependency of excel internal library, and release new CoreMS version
[ ] Add LC-MS Data Dependent command to existing metaMS cli based on corems script: CoreMS
[ ] Release new metaMS python package with new LC-MS data dependent workflow command
[ ] Release new metaMS docker image with new LC-MS data dependent workflow command

CLI should be fully functional, able to process test datasets, and generate molecular table data products with putative metabolites annotation. New metaMS python package release, and new docker image published.

Hi @corilo. Any update on this issue? Can this issue be closed today or by Tuesday?

@corilo I'll move this to the next sprint but if you don't have time to work on it please let me know.

@corilo any update on this issue? I believe at the squad leads meeting you said you're still working on it. Let me know if it should keep getting moved to the next sprint.

Yuri is out the rest of the week so I will move this to the next sprint again. @lamccue let me know if I should move it to the backlog instead.

@aclum said that Yuri mentioned in a meeting that he will not be working on this and focusing on the GROW data instead. I'm adding this to the backlog and removing from the sprint.
