This syncs NMDC with img-annotation-pipeline version 5.1.14

@aclum , will the patched version be moved to the official repo eventually? Is this a temporary fix?

@Michal-Babins The patched version exists in the prodigal repo but version names will never match because they pushed changes to the code without changing the version number. This should still be reproducible with the built docker image we have.
