Create variable named `ORCID_CLIENT_ID` in `nmdc-edge` GitHub repo #225

Task

  1. Create a repository variable named ORCID_CLIENT_ID whose value is APP-CTM81LRCLW9QLGB9.
  2. Notify @eecavanna when the variable exists.

Doing that, together with merging PR #224, will resolve Issue #222.

My permissions in the repo got increased today. As a result, I was able to create that variable, myself. This is done.
