Add OLS configuration #14

most defaults are fine

but we want a way to specify the default root folder

but also http://purl.obolibrary.org/obo/IAO_0000700

(not yet in OLS docs: https://github.com/EBISPOT/OLS/issues/502)

to avoid bfo etc
