Migrations: Create notebook for running `10.0.0` to `10.1.2` migrator #495

nmdc-schema Release v10.1.4 introduced a migrator from 10.0.0 to 10.1.2
nmdc-runtime doesn't contain an associated migration notebook
This issue represents the task of creating such a notebook
