• annotation on permissible_values of SubstanceCategoryEnum
• Substance class
• ChemicalEntity class

Annotations are hard to track and normalize.

• Should ChemicalEntity be a named thing?
• Would it's identifiers be minted in the nmdc namespace, or would they come from third parties? What sources? ChEBI probably won't provide enough coverage
• Should the external identifiers be mappings? Then multiple external terms could be customized for our use cases
