Migrations: Update migrator skeleton creation tool to use template and remove leading/trailing newlines

The migrator that gets generated via $ make migrator has a blank line at the top of the Python file, and a blank line at the bottom of the file. The task here is to remove those things from the template so that they are not present in future migrators. I am describing an aesthetic change, not a functional one.
