reassess temporal modeling esp. for WorkflowChain #2049

we have multiple slots for starting and ending temporal boundaries, whose names contain the words "time" or "date"

some are open-ended strings and some have pattern constraints

it looks like sometimes we want to allow dates, times, or dates with times. Sometimes we may even want partial dates like 2024-01

Is the only problem that we have been inconsistent within nmdc-schema? If we could be consistent, would validation with a JSON schema type work?
