Migrations: Implement "no op" migrator from `v10.4.0` to `v10.5.4` #2070

Implement "no op" migrator from v10.4.0 to v10.5.4. It will serve as documentation that no migrations are needed between those versions. It will also help with naming the "Berkeley schema migrator," which will be used to migrate from (v10.5.4?) to v11.0.0.
