160 bug extract records command failing workflow records not being written out #161

This PR fixes a bug in the extract-records command where failing data objects and workflows were not having the correct flag set and were not being printed to either associated_records or failed_records JSON output files.

Includes data and log files from local testing.

Spot checking of the ERROR lines of the log shows failed records are appearing on the _failed_records.json output files
