correct ordering of light regimen and relationship to oxygen #109

The previously validated data come in this order: relationship to oxygen, light regimen

But the soil_emsl_jgi_mg DH template, generated from nmdc-dh-sheets-mam-non-anno "expects" them in this order: light regimen, relationship to oxygen?

rel_to_oxygen has MIxS (modified) rank = 23
light_regm also has MIxS (modified) rank = 23

@sujaypatil96 pleas give some thought to these challenges:

we don't have a good way to look up slots on nmdc-dh-sheets by title when they are imported as-is. Only by slot name.
we don't have anything that tests for duplicated column orders yet

Changed the rank for "light regimen" to 24. Now have to rerun sheets_and_friends make process and repeat DataHarmonizer linkml-datastructure make process #108
