The first batch of Bioscales content (element-like slots) has been included in the core nmdc-schema, so is available to and DataHarmonizer interface now. In fact there is a Bioscales template, but we do not expose it in the submission portal.

This PR have have some ties to long-standing netlify PRs or branches. I don't believe we have any need for netlify now, because GH pages can be used for acceptability testing. Kitware @mcovalt @jeffbaumes @pkalita-lbl are getting the submission portal schema and or built DH package for somewhere other than GH pages.
