CLI doesn't implement all features in code interface

Usage: linkml-schema-fixer [OPTIONS] COMMAND [ARGS]...

Apply schema-fixer commands.

Options: -v, --verbose -q, --quiet TEXT --help Show this message and exit.

Commands: fix-name Fix element names to conform to naming conventions

Is this truly submission portal / submission-schema? Or is in nmdc-schem?
