Preview of Catalan translation #1091

Search is not enabled as lunr-languages does not support Catalan. I cannot find anyone who has extended it to do so elsewhere, so we may have to live with this as a known limitation (similarly to Chinese, though Catalan is more tractable to implement by someone with the right language and search knowledge).

Draft for now as we need to:

[x] Get CMS content in place
[x] Review stubs PR
[x] Review pyright fork PR

The UI strings are so much better after the recent updates.

I think the remaining effort is to review the Pyright error message strings which I don't think have changed since I originally wanted to take a closer look. I'll do that soon. But perhaps we can merge in draft state so we can get everything else as a preview on beta.

Build failed due to the earlier GH Packages outage. Re-running before merge just in case.
