1 year ago I'm having the same problem.
I don't seem to be able to receive notifications from any app using play services. I've confirmed this for Discord and the NS (dutch railway) app. In Discord I can send a DM from an alt, and the NS app has a button to test push notifications. For both of these, microg will update the counter of push messages, and update the date of the last message, but I won't receive a notification.
I'm running the 2023-02-06 build of LineageOS 20.0 for MicroG on a Fairphone FP4.
Of note is the following:
- I have rooted my phone
- I have installed a Magisk module to spoof my device model to SafetyNet, allowing it to pass attestation
- I have accidentally updated SIM manager via Aurora and I have been getting random crash notifications ever since (at least before updating today)
My old phone, which I still have lying around, did have working push notifications before I replaced it about a week ago. It's a Lenovo P2, and it runs LineageOS for MicroG 18.something (LineageOS has dropped support for this device a few months ago, I might have updated to a community maintained build, but I'm not sure). After I update my FP4's OS, I will check if my old phone still works. Update: It doesn't.
Update 2: I don't know what happened, but as of this morning, push notifications are working again on my FP4. I didn't do anything to try and fix it since I last tested it, last night.

Hi! I don't get any notifications from Element. Luckly they have this troubleshooting tool (ss below)
I also don't get anything from Discord
They both never showed "allow to receive notifications" pop up, nor show up in list of apps in microg notify settings
