Won't work with most apps, but probably still worth it. As mentioned in #299

This would also allow to use SafetyNet without internet connection enabled that would be nice.

Again, most apps won't accept the responses, actually only those that do not follow Google's guide to use SafetyNet or use broken verification routines.
