 Ability for user to register in IBS user center as preliminary step to
seeing class schedules / enrolling in a class.

Before a student can register, they are still able to see our "Brochure" screen 
to 
see what we're all about.  If they want to register, they will click on 
the "Register" link, which will take them to a page that will allow them to 
enter 
all of their critical information.  When they successfully register, they will 
have 
NO credentials... not even student.  They will receive credentials (ticky marks 
in 
the database) as they click on various links, such as Enroll (in a specific 
class), 
are designated as a facilitator, coordinator, Acadmeic Dean, Help Desk admin, 
etc.  
The credentials that they receive are associated with specific groups and 
specific 
courses, classes, etc.
