Ability for Course Developer and Facilitator to Build (Create, Maintain, Publish ) Assignments within a Course #22

Assignments are a new object representing Non-Graded activities -- distinct
from Questions. (Plan to  support a variety of "Assignment Templates",
similar to the "Question Templates" T/F, Mult Choice, Etc. that we support
for Graded activities.)

I think we should allow assignments to be ungraded, but please see my comment 
for 
issue ID #17 regarding Assignments.  "Questions" on the other hand, will be 
defined 
via question templates that the course developer can include within the online 
course.  These questions will automatically be included in the gradebook.  THAT 
BRINGS UP A GOOD POINT!  WHEN A FACILITATOR CREATES A CLASS, WE MUST HAVE A 
FACILITY 
THAT WILL AUTOMATICALLY TRANSFER THE QUESTION INFORMATION TO THE GRADEBOOK!

Per DON: We need to sharpen our definition of an "Assignment".  I think it 
should
broadly be anything that the facilitator instructs the students to do.  
Assignments
would include Tests, Quizzes, Collaboration, and Essays.  Questions are a 
subcategory
of assignments and can be of several forms:  multiple choice, T/F, Matching, 
Essay,
Collaboration, Essays, etc..  A facilitator can assign additional assignments 
and
questions to the class for extra credit for to improve understanding.  These may
optionally be included in the grade book at the facilitator’s discretion.
