Ability for Course Developer to load, specify, and/or Link to complementary
materials for use by people taking a specific Course.   Suggests
maintaining a COMMON Library of Reference Materials for IBS that any course
can link to ---only limit there might be if there are any
subscription/access fees to any future reference materials.
