Ability to register as user of IBS (?BEE World Group?) and/or register for another Group from Public areas #33

This is Joni, please talk to me before you code this -- ??? is BEE World
considered the "default" Group?

When a user registers on IBS, their ID has no credentials whatsoever -- not 
even 
student.  Once registered, however, they are able to navigate to a page that 
has 
Groups/Org that are listed as "Public" in their "View Permissions".  When the 
user 
selects the link for this Group/Org, they will be able to view the "Brochure" 
page 
of this organization, which includes links for Course Catalog and Join Group.  
The 
Course Catalog link will show the catalog and provide a link by each "Class" 
that 
will allow the user to enroll. When the user enrolls in a class, it will add a 
record to the database in the GroupAffilliation_Table, that will associate this 
user 
with this group AND set the Student credential to TRUE for this student in this 
Group/Org.  If the user were to select the "Join Group" link, the system would 
add a 
record to the GroupAffilliation table for this user and Group/Org.  Once the 
user is 
affilliated with a group, then their user-ID will be visible to other users 
within 
the group (e.g. Provost, Academic Dean, Coordinators) so they can include the 
user 
in various functions (e.g. Authorize as a facilitator for a class).
