Ability for system or enduser (eg. Dean) to verify Facilitator's certification for a Course and authority to Publish Classes for that Course #42

A facilitator needs to be Certified in order to release (Publish) a class. 

(He may be able to Create a Class even though he is not certified for a
class, but he should not be able to Publish the Class.)
