Ability for Facilitator to "Disregard" a Question on an Exam for calculating final grades - either before or after an Exam is taken #57

Let's Facilitator mark a Question as or "disregard" for basis of
calculating final grade.

This begs the point that the "grading" module would need to reference
perhaps a "Master Exam" rather than just the Student Exams themselves in
order to do grading --- perhaps that was always the assumption.  

The Master Exam would not only have Answers, but would also indicate if a
decision was made to "disregard" one or more questions.

Note, this also requires that the Facilitator be able to request a
"regrade" of Student Exams once he changes the Master Exam. 

So it seems at any time we may have one or more  "Master Exams", and
perhaps corresponding "Blank Exams" (although that may just be derived
realtime from the Master Exam), and eventually filled-in "Student  Exams" 

DON/AARON - Let's talk....this may turn into multiple requirements.
