Ability for Translator to translate source Media Files with Imbedded Text

Translators must also be able to translate Media (minimally .png and .fla)
files that contain imbedded text.  This may require IBS to maintain a
subset of the Course's Integrated Media Files as SOURCE files (rather than
"rendered" files) in a distinct "Integrated SOURCE Media File" that only
the Course Developer and Course Translators have access to. 

It is understood that there may result many translated versions of each
Source media file which could take up significant storage; therefore a
strategy must be developed also for which files reside in IBS and which
must be stored locally by the Group that is sponsoring the Course.
