Ability to view pages in Framed or Non-framed context (linked to issue 62)

Enable non-framed view of content for 3 reasons:
1) Accelerate ability to migrate courses from IBS 2.0 to a "Non-framed" IBS
3.0 environment (in lieu of migrating to the IBS 3.0 "Framed" environment
which has some current bugs) 

2) Accomodate folks with older computers or web browsers for whom rendering
"Frames" may be an undesired burden on their CPUs

3) for SEO (Search Engine Optimization) -- "Non-framed" content is more
accessible to browser search engines/crawlers/spiders
