Page authoring tool needs ability to add essay questions.

This satisfies part of the requirement in Issue 30.

This capability needs to be moved into Rel 1 /Milestone 1 to enable the 
migration of
existing Courses from IBS 2.0 to IBS 3.0.

Without this Question Type, there is no "receiver" for Essay questions embedded 
in
IBS 2.0 Courses.
