Add inner padding to rules.php without breaking it #68

The moment I changed padding from -80px to anything else, the layout broke.

Basically, the buttons in the rules display are sort of overlapping with the text. Preferably the buttons shouldn't get any smaller and instead the text should be less wide. Probably not a huge workload so good for first issue.

Issue solved as of current rebase. Further work on rules tab can still be expected in coming issues.
