Setup hound CI

Coverage remained the same at 100.0% when pulling 82dbd434c88e8162977b3c97dcaf9e5e3d393513 on hound-ci into ba9e22a6d99901ad6678ec68294beebb149898db on master.

Hound doesn’t find ESLint errors. Maybe because ESLint support is in beta stadium.

Close for now. Hound only supports a handful of ESLint pugins.
