We can do this if we want to, and come back to it when we have the kotlin and ksp plugins in the core catalog (after it's released with https://github.com/micronaut-projects/micronaut-build/pull/662 as part of the build...

Defining versions in the plugins block is only an issue when we have multiple sub-projects using the versions
