Develocity and caching setup

Work done:

• Updated Develocity (GradleEnterprise) and CCUD extensions to latest versions
• Added missing configuration for publishing build scans and setup build caching
• Added spotless caching configuration (caching only the check goal)
• Added missing annotation processors definition (SISU processor is added by the maven-core dependency)
• Fixed caching of checkstyle plugin by ignoring the (absolute) path of propertyExpansion value config_loc as that's a string and instead added the directory as a fileSet input that considers file contents.

Sure thing, on my local machine (M1 Max) the build time for clean package went from 11.25s without caching to 5.29s with this PR, netting just shy of 6s of savings, which comes out as 54% time saved.
