Draft: Extend Intervention Loading #321

These changes are to facilitate the extension of the existing intervention loading process to include biofortification and agro-fortification.

Changes include:

new tables for IMPACT projection and fortification targeting data (which are referred to in formulas)
new function to recalculate the intervention data values after changes by users, for biofortification

NB: new function is not complete - I have only just started creating the formulas
