Connect fortifitcation targeting table to intervention #386

We have a fortification targeting table, but it is not connected to the intervention table. Logically it should be, because the fortification targeting data related to a particular intervention

[x] itnerventions should have a focus micronutrient - this is not currently loaded. Without this, we cannot connect the two
