Create notebook example of DeepAR #90

Steps:

  1. Create colab notebook example hello_deear of using deepar package (similar to hello_divinity)
  2. Make a pull request at timeseries-notebooks

I think we use https://github.com/arrigonialberto86/deepar but not sure
