Investigate special types article tagging #42

Investigate why articles do not index into special types categories - research notes, Data watch... are empty. Is this an Exeter conversion issue related to tagging? ex: #132, 113

This issue is blocked as we are awaiting for Exeter to update XML content with according changes to tagging.
