add basic LCS region support by adding parameters to configure LCS urls
adds a build validation action, triggered by a pull request
add a release action that adds a .zip file with the compiled project to a release, triggered by publishing a release

@TomekMelissa I took a look, the merge with master added some other changes I'm not quite sure about. My branch also contains some Github actions which you started adding your own versions today. So I think I will restart this with a fresh branch and redo my changes just for region support.
