reving-up sample apps to leverage newer NuGet packages
adding .NetCore3.0 and Win32 C++/Winrt apps
leveraging new common classes to generate VideoFrame to feed as input
reordering sample folder hierarchy to accomodate new apps and language
adjusting documentation
