Adding the instructions for people to submit their API deliverables of containers, documentation, Jupyter notebooks, and website assets

@pflickin We are going to have them push to the ai4egrantee ACR.

@pflickin I added a paragraph at the top re: requesting access for the container registry and private git repo.
