No apps to publish given during DeployTo job #1099

When running the DeployTo-job for one of our repositories, the custom "DeployTo.ps1" is invoked with an empty Apps parameter, despite the previous step downloading app files from the release artifacts. You can see the full log here: logs_24556823275.zip
