Update API versions across the board in the ARM template
Add newly supported search regions as options in the parameters
Fix FUNCTIONS_EXTENSIONS_VERSION to ~2 so skills continue to get deployed successfully (see issue #109 )
Add ability to output search query key and function host key directly from the ARM template to simplify setup instructions
