The notification message is not localized on 'Undelete Blobs by Date' dialog #3617

Storage Explorer Version: 1.16.0-dev Build: 20200924.2 Branch: main Platform/OS: Windows 10/ Linux Ubuntu 16.04/macOS High Sierra Language: All Architecture: ia32/x64 Regression From: Not a regression

Steps to reproduce:

  1. Launch Storage Explorer.
  2. Open 'Settings' -> Application (Regional Settings) -> Select '繁體中文' -> Restart Storage Explorer.
  3. Expand one storage account -> Blob Containers.
  4. Create one blob container -> Upload one folder.
  5. Right click the folder -> Click 'Undelete -> Undelete by Date...' -> Clear the start date on the 'Undelete Blobs by Date' dialog.
  6. Hover over the 'Start Date' text box -> Check the notification message.

Expect Experience: The notification message is localized.

This is still an issue in build 20221220.2 (v1.27.1). I noticed a usability issue when trying to use undelete. From my Activities window, I see a log entry that uses the correct (localized) date and time formats:

Deletion from completed: . Started at 2301.2023 12:15, Duration: 33 seconds

The undelete dialog uses a different time and date format when clicking Undelete. I cannot undelete content with confidence when using AM/PM.
