Update Storage Explorere baseline documentation #7914

Publish an updated security baseline document for Storage Explorer. The baseline should be drafted from the new version 3.0 of the Azure Security Benchmark controls and be available to our customers in the public docs. See S360 work item.

Storage Explorer is not a service, so this is not applicable.
