What is being addressed

Deployment of firewall fails on a new fresh deployment of TRE, with firewall policy error. Firewall rule collections can't be applied if other operations on the subnets in the VNet are in progress.

How is this addressed

Added dependencies to all of the route table associations

• Describe the changes made, and if appropriate, why they are addressed this way

• Update documentation
• Update CHANGELOG.md if needed
• Increment template version if needed, for guidelines see Authoring templates - versioning
