End of Life of Azure Cosmos DB extension for Airlock Notifier #3909

Azure Cosmos DB extension version 3.x for Azure Functions, and the underlying SDK, will be retired on 31 August 2024 The Airlock Notifier needs updating to version 4.x

Azure TRE release version (e.g. v0.14.0 or main): 0.17.0

Deployed Azure TRE components - click the (i) in the UI: Airlock Notifier

templates/shared_services/airlock_notifier/app/host.json this file will need updating
