Add Key Vault purge protection variable

Resolves #3922

What is being addressed

Ability to set the core key vault purge protection to false in non production instances of the TRE.

How is this addressed

• Additional Environment variable added to the yaml file and tf var added to the core code.
• Variable defaults to true if unused.
