Issue: The currently provided Windows 11 plan (win11-21h2-pro ) for the user resources Guacamole Windows VM is scheduled for deprecation.

Impact: After the deprecation date, new VMS with this plan will not be able to be deployed.

Solution: Update the provided image to the win11-23h2-pro plan
