Updates Windows11 Source Image SKU as previous SKU is end-of-life

What is being addressed

The currently provided Windows 11 plan (win11-21h2-pro ) for the user resources Guacamole Windows VM is scheduled for deprecation. After the deprecation date, new VMS with this plan will not be able to be deployed.

How is this addressed

Update the provided image to the win11-23h2-pro plan
