Description

As a TRE Administrator I want to be able to deploy multiple Certificate shared services (and possibly other shared services) So that certificates can be issued to workspace services that require it.

Acceptance criteria

[ ] Configurable switch at the shared service definition level to indicate whether it supports multiple instances
[ ] Multiple instances of the certificate shared service can be deployed by default

An alternative could be to provide a certificate workspace service, which would still need to allow multiple instances (which workspaces services allow by default, I think).
