Gitea shared service MySQL DB is destroyed if the shared service is upgraded #4006

Same issue as:

https://github.com/microsoft/AzureTRE/issues/3993

But for the Gitea shared service. The fix for the issue above covered MySQL and Gitea workspace services, but not the Gitea shared service:
